Delaware State University began a program of campus revitalization with the focus on improving the quality of their campus facilities. DSU faculty worked with the Architect to create a building that reflected the administrations belief that good architecture in educational facilities stimulates positive gains in teaching and learning. Another factor that influenced the design was the administrations goal to eventually make the campus a walking campus.

EDiS scheduled the bidding of construction contracts to coincide with the state funding schedule. This enabled the project team to provide Delaware State University with a realistic construction schedule with a final completion date. The Science Annex houses the Departments of Biology, Physics, and Chemistry Laboratories. This 75,037 square foot building provides these departments with laboratory space, classrooms, administrative support space, and a 132 seat lecture hall.
