EDiS Company was hired to construct two middle schools for the Cape Henlopen School District. The two schools were to be constructed and opened at the same time and needed to be identical. No partiality was allowed to ensure that both schools looked equal. Both projects were bid and constructed on a parallel track. This allowed the individual contracts to be structured such that both small, local firms and larger, regional firms could compete for each project both individually and combined. This process generated great interest and competition, allowing the Cape Henlopen School District to benefit from the cost savings.
